摘要: 气候变化与能源电力供需关系密切。2022年夏季长江上游出现历史同期最高气温、历史同期持续最长高温天数、历史同期最少降水的“三最”叠加局面,导致水电大省——四川日缺电力1700万kW、日缺电量3.7亿kW?h,对社会经济发展和人民生活造成了重大影响。研究建立极端天气下的电力保供规划机制,对于保障能源电力安全具有重要意义。本文分析了2022年夏季四川极端天气对四川电力的影响,辨析了四川电力发展存在的短板,提出了电力转型过程中先立后破、水风光火储多能互补、电源和电网协调发展的有关对策措施建议。

Abstract: Climate change is closely related to energy-power supply and demand. In the summer of 2022, the upper reaches of the Yangtze River experienced three worst cases: the highest temperature, longest continuous hot days, and lowest rainfall in the same period in history. This resulted in a daily power shortage of 17 million kW and 370 million kW?h in Sichuan, a major hydropower province, and imposed a significant impact on its social and economic development and people’s livelihood. To guarantee energy and power safety, it is of great significance to establish power planning mechanism and some countermeasures for power supply guarantee in extreme weather. This paper presents an analysis on the impacts of extreme weather in the 2022 summer on the power supply guarantee in Sichuan, and examines the shortcomings of previous electric power development. We suggest certain countermeasures for the period of power transformation-such as water-wind-solar-thermal energy complementarity, and a coordinated development of power supply and power grid.
